88 dakota slop in wheel

I am having the same issue what i have found so far is: the " steering shaft" portion of the tilt mechanism has an inner and outer bearing. Mine are shot causing the wheel too have " tilt slop"
In the infinite wisdom of the dodge boys this will require a special tool to remove the spring loaded locking plate. then remove turn signal cam.
then remove and replace outer bearing.
I havent gone any deeper than that.
