I tried all of these comments and the brackes still wont stop the car.
The brake pedal goes to floor board. Running or not. The brakes do not stop the car. What could the problem be?

It sounds like you have a leak in your braking system that has let all of the brake fluid leak out. One easy way to check this is to put more fluid in the brake master cylinder, then pump the pedal. After you have given it several pumps go around the outside of your car and see if you can see any fluid on the ground or on the inside of your wheels.
Check under the dash near where the brake pedal is to see if there is any fluid there. If there is it indicates a leaky master cylinder. If you find fluid leaking near any of the wheels you are looking at bad brake hoses, lines or wheel cylinders.
If you put fluid back in the master cylinder you might get the brakes working enough to get your car to a brake repair shop to have the system repaired.

I had a 2003 Camry and found this out the hard way - by getting into an accident!
My in-laws have a '03 and the same thing happens. I approached Toyota in via technical & Legal dept - their response - the brake lever is some sort of 'compound leverage' arrangement and actually designed as such.
Hogwash IMHO!
If you search the NTSA site you will see numerous complaints to this effect.
