I had the same problem on my 2003 Ram. It was the A/C condenser cooling fan. I changed it myself. If you can change a water pump or radiator, you can do this, because there is much less labor involved. (there are no a/c lines/hoses to disconnect, although some diy manuals direct you to do so.)I bought it online for about $65.00 including shipping.

I found that the relay for the fan was bad so I took the relay that was for the fog lights and put it in place of the fan relay. Problem fixed.

Had same problem turned out it was the a/c condenser fan was burned out. When you are driving air is ramming it's way through the condenser but when you stop the fan isn't working so the condenssr can not cool the air. I got mine replaced for 350$. Hope this helps.
