My wife's car was doing the same thing. I replaced the resistor and fan motor to only find out the problem was the ignition switch the whole time. It was very easy to replace and everything works fine.

Grand Prix fix

I have an 02 Pontiac Grand Prix and I am having the same problems. I have had everything tested and it checks out fine. However its not fine or it would be working. I have googled it and thank whoever made google lol because I have found 2 people besides me with this issue. Yes it is the ignition switch. I can toggle my key with it on 5 and the ac comes on but when I try any other setting it wont work and the lights go off.

Its not the regulator

If 1-2-3-4 don't work and High 5 does and daytime running lights go out when blower is turned on lower speeds it is your ignition switch
